The Taipei Port Earthwork Exchange Integrity Platform can effectively accommodate earthworks from public engineering projects in northern Taiwan and enhance port efficiency. Taipei Port is divided into the east and south wharfs, container terminal, and warehousing area. After land reclamation, the offshore logistics and warehousing zone covers an area of 339 hectares. The project will be executed in four phases, with a total 73.25 million cubic meters of earthwork to be processed, and is expected to be completed by December 2037. To enhance transparency, an integrity platform has been established to promote ecological conservation, environmental protection, and a circular economy, saving NT$44 billion in public funds. The platform ensures fairness in earthwork management, prevents unlawful acts and emphasizes the principles of ‘cross-sector collaboration’, ‘administrative transparency’, ‘public-private partnership’, and ‘public oversight’ to guarantee timely completion of the project. Public disclosure of monthly intake volumes: This branch publicly discloses the monthly earthwork intake progress for previous month, including public and private earthwork, maritime transport and blast furnace slag. Annual intake volumes are also made available, allowing applicant agencies to understand the remaining yearly capacity and better plan their excavation schedules. These data enable all stakeholders to stay informed about the progress of earthwork processing, enhancing transparency and the accuracy of planning, thereby ensuring smooth follow-up operations. Real-time footage of construction site control stations: In order to avoid a large number of earthwork transport vehicles from arriving at Taipei Port during the same period of time, the branch has made real-time footage from the control stations publicly available on the platform. This allows hauling contractors to arrange clearance based on actual site conditions, thereby enhancing both the safety and efficiency of the earthwork delivery process.

Monthly publication of secondary quality control test results: In order to secure soil quality, the branch has conducted random inspections of earthwork exchange cases every month. As of December 2024, a total of 44 inspections has been carried out, with the results published on the platform. This measure aims to guarantee the compliance and safety of soil quality, providing assurance to the public and relevant agencies, while also promoting fairness and transparency in the earthwork exchange process. Publication of past exchanges and meeting records: The branch holds regular coordination meetings every six months, inviting representatives from investigation, disciplinary and inspection agencies, as well as relevant stakeholders, in the hope of enhancing system openness and transparency, helping both staff and contractors to reduce operational risks. In case of any issues, assistance from relevant units can be promptly sought through the platform, improving communication efficiency and enabling immediate problem resolution.
