To support the rapid development of Taiwan's offshore wind industry and growing demand for berths in the port area, Taichung Branch has actively advanced the "Taichung Port Workboat Basin Renovation Project," transforming and upgrading the former shipyard slipway area of the Port of Taichung's northern wharves into modern-function wharf facilities. The project enhances the overall functionality of the workboat berthing area, strengthens the port's capacity to berth Crew Transfer Vessels (CTVs) for offshore wind operations and maintenance, and further builds modern port facilities aligned with smart and sustainable development.
Key features of the project include a newly built steel pipe sheet pile wharf approximately 36 meters in total length with a design water depth of 3 meters. Construction began in January 2025 and was completed and commissioned in December 2026. The entire project was finished on schedule and to quality within the planned period, effectively enhancing operational flexibility and service efficiency in the port area and demonstrating the project team's balanced achievements in proactive delivery and quality assurance.
In June 2025, the project participated in the Taichung City Government's "Golden Assurance Project 2.0 Outstanding Construction" selection and received the 2025 Excellence Award in the Major Construction Category of the "Golden Assurance Project 2.0 Outstanding Construction Awards." Performance outcomes include:
- The sponsoring agency advanced ESG under the SDGs and GRI 403 frameworks, established the Taichung Port Area Occupational Safety and Health Family, and obtained ISO 45001 occupational health and safety management system certification in May 2025; set up a dedicated occupational safety website to make occupational safety and health information transparent; regularly convened rolling occupational safety and health review meetings; and conducted management walk-around oversight.
- The design unit promoted the four modernizations of construction—design standardization, precast components, mechanized construction, and professionalized personnel—to improve safety performance; at the design stage, marine operations were converted into onshore working environments, effectively reducing construction hazards.
- The supervision unit combined worksite monitoring with cloud management to grasp worksite conditions in real time, strengthening cloud notifications and image records.
- To reduce underwater construction risks in near-water operations, the contractor reviewed and listed measures and facilities needed to reduce hazards in high-risk work, increased occupational safety and health expenditures by approximately NT$3.45 million, conducted rolling reviews during construction with timely feedback on issues, and established a feedback management system to reduce construction risk.
The Port of Taichung is one of Taiwan's key ports for offshore wind operations and maintenance. In addition to strengthening berthing support for offshore wind workboats, this project also demonstrates Taiwan's resolve to advance green energy industrial infrastructure and promote port-area upgrading and transformation. Going forward, guided by the three core principles of "smart, sustainable, and safe," TIPC will continue to comprehensively optimize port facilities and enhance the overall competitiveness and international visibility of Taiwan's ports.
