New National Green Energy Production Milestone; Leveraging Port of Taichung Base, Ørsted Taiwan, Ltd. Completes Wind Farm Installation Work at Greater Changhua Wind Farm (Southwest Phase 2 and Northwest Zones)

As home port for the national offshore wind farm development effort, Port of Taichung has allocated significant yard area and facilities to the wind farm industry for pre-assembling turbine and other critical components. Ørsted Taiwan, Ltd., the firm contracted to install wind turbines at Greater Changhua Southwest Phase 2 (2b) and Northwest (4) Wind Farm sites, presently operates out of four Port of Taichung wharves (Nos. 35-38) and 47 ha. of adjacent land. Their two recently completed wind farm sites, once brought online, will supply 920 MW of new clean energy to industries on Taiwan’s West Coast. Taiwan International Ports Corporation (TIPC) is proud to be working closely with Ørsted on achieving national offshore wind power generation goals.

Port of Taichung holds numerous advantages as an operational base for companies engaged in the offshore wind farm sector. These include being physically proximate to Taiwan’s largest wind farm development zones; providing numerous deep-water wharves, large tracts of available yard area, and comprehensive port facilities; and maintaining specialized wharves capable of handling large-scale wind turbine installation vessels (WTIVs). Port of Taichung is separately establishing wharf and yard facilities in support of upcoming Phase 3 wind farm development work. Once finished, the three wind farms built under Phase 3 contracts will provide 1.5 GW of new clean energy capacity. The port has allocated five wharves (Nos. 5A, 5B, and 36-38) for the handling and transport of Phase 3 turbine components. Each wharf is fronted by 400 m of exclusive-use waterline with 30 ha of dedicated land behind, an optimal setup for efficient and integrated storage / assembly / delivery operations.

Greater Changhua Southwest Phase 2 and Northwest Wind Farm sites, located some 35~60 km off the coast of Changhua County in the Taiwan Strait, operate a total of 66 Siemens Gamesa SG 14-236 wind turbines, each with a rated capacity of 14 MW. The suction bucket jacket (SBJ) foundation technology employed by Ørsted is the first use of pile-free offshore turbine foundations in Taiwan. With no piles to drive, the vibration and noise associated with installation is dramatically reduced. Also, when it comes time for turbine decommissioning, SBJ foundations may be quickly and cleanly removed from the sea floor, limiting disturbance to the surrounding marine ecosystem. Ørsted’s work on these two wind farm sites represents the company’s second major offshore wind farm project in Taiwan, following its work developing the Greater Changhua Southeast (1) and Southwest Phase 1 (2a) Wind Farm sites. Once these two new sites are brought online, the combined clean energy generation capacity of the Greater Changhua Wind Farm (zones 1, 2a, 2b, and 4) will reach 1.82 GW, an amount equivalent to the average annual consumption of two million households.

TIPC will continue to closely support national energy policy goals through continued investments in related port infrastructure and enhanced / expanded port service capacities. Offshore wind farm facilities that Port of Taichung has provided critical support in building out to date include: Formosa 1 (128 MW), TPC Changhua Phase 1 (109.2 MW), Formosa 2 (376 MW), Yunlin (640 MW), Greater Changhua (1820 MW), Changfang & Xidao (600 MW), and Zhong Neng (300 MW). TIPC is committed to continue working in partnership with offshore wind farm development firms to meet national energy transformation objectives and help Taiwan realize a future of net-zero sustainability.
