The Taiwan International Ports Corporation (TIPC) launched the Intercontinental Container Terminal (ICT) Project Phase 2 project at the Port of Kaohsiung in 2011 as part of ongoing efforts to increase the port’s commercial competitiveness and to facilitate continued sustainable development. The 7th Container Terminal, part of this project, was designed to accommodate 5 deep-water wharves with a total wharf length of 2,415m and to be able to handle ultra-large container ships up to the 22,000 TEU-class. Moreover, the wharves are immediately adjacent to available land that runs 700m deep inland - ideal for developing large-scale automated container yards. The 7th Container Terminal at the Port of Kaohsiung is finely tuned to both enhance overall port competitiveness and sustain the port’s position as a key hub of commercial shipping.

ICT Phase 1 wharf construction and land reclamation work have been completed and the Executive Yuan has already given formal approval to Phase 2 construction plans for the additional wharves and for all terminal yard facilities. After the completion of detailed design work and budgetary approval from the Public Construction Commission (PCC), TIPC will announce associated calls for tenders beginning in the second half of this year (2019).

Noting the current lack of docking facilities for 20,000TEU-class container ships at the Port of Kaohsiung and the continuing global push to bring new 20,000+ TEU-class, ultra-large container ship into service, Evergreen Marine Corporation, which maintains long-term homeport operations at the port, has taken a keen and active interest in the new 7th Container Terminal. On December 11th, 2018, Evergreen Marine signed a lease with TIPC on 5 wharves and adjacent yards at the terminal. Moreover, Evergreen Marine and TIPC will develop jointly an expansive, automated yard facility capable of handling at least 4.1 million TEU annually.

All of the basic infrastructure work at the 7th Container Terminal will be completed in two phases, ending in June 2022 and June 2023, respectively. After the installation of Evergreen Marine’s equipment, the company will commence normal operations at the 7th Container Terminal in 2023. As Evergreen Marine has been one of three members of the Ocean Alliance, the 2nd largest shipping alliance in the world, since 2016, regular calls by Ocean Alliance ships to the terminal can be expected to stimulate new container transshipment market opportunities and spur the Port of Kaohsiung onward to new, record-breaking levels of business.
