TIPC Making Strong Headway in Supporting National Offshore Wind-Energy Development Initiative in Four Key Aspects

Following the completion last year (2019) of Taiwan’s first demonstration offshore wind farm, which is now regularly supplying electricity to the national grid, three new offshore wind farm development projects are underway this year. These include Taipower’s demonstration site in the waters off Changhua County, Yuneng Wind Power’s wind farm off Yunlin County, and Swancor’s wind farm off Miaoli County. The Taiwan International Ports Corporation (TIPC) actively supports the offshore wind-energy component of national government green energy promotion policies in four specific ways. These include 1) making land and facilities available for wind-turbine preassembly work, 2) making land and facilities available to support the localization of wind-turbine components manufacturing, 3) providing port-based support for wind-farm development and operations, and 4) organizing and conducting critical human resources training. TIPC is committed to providing critical and continuous support to Taiwan’s long-term offshore wind farm development program through each of the program’s four major phases.

TIPC subsidiary Port of Taichung, ideally positioned both geographically and operationally as a staging point for handling and assembling offshore wind turbine components, is designated by the Executive Yuan as a homeport for windfarm-related operations, with heavy-cargo Wharf Nos. 2, 5A, 5B, and 36 and adjacent land allocated for offshore wind power industry use. Turbine-assembly operations began at Wharf No. 2 last year. This year (2020), Wharf 5A is being used as a staging area for Taipower’s demonstration offshore wind farm and Wharf 5B is being used by Yuneng Wind Power. Wharf 36 will come online next year (2021) in support of wind farm operations. Furthermore, to help the government achieve its goal of achieving 520MW of installed wind-turbine capacity this year, TIPC authorized Yuneng Wind Power to temporarily store large-dimension, underwater tower support structures at Anping Port’s Wharf No. 10, with the first delivery taken in early February.

In terms of localizing components production, 107.3ha of land in Port of Taichung’s Industrial Park II has been designated as a dedicated offshore wind-power industry zone, with heavy-cargo Wharf No. 106 designated to handle the zone’s inbound/outbound cargo. Companies including Yeong Guan Energy Technology, Tien Li Offshore Wind Technology, Tai-Shing Wind Power, Siemens Gamesa Renewable Energy S.A., and High Tek Offshore Tower Structures have already set up business operations in the zone. Of the 107.3ha available, 74.7ha has already been leased, with the remaining 32.6ha to be leased in accordance with established government policies. Furthermore, Wharf No. S09 and adjacent land at Taipei Port have been made available for the manufacturing and assembly of underwater support elements for offshore wind turbine towers.

In terms of supporting wind-farm development and operations, TIPC subsidiary TIPC Marine Corp. has been expanding its fleet to service the maritime delivery and support-service needs of the offshore wind power sector. A newly built TIPC Marine barge was commissioned into service in March, and the company’s third and fourth crew transfer vessels (CTVs) are scheduled to join the line in August and December of this year, respectively.

In terms of related training services, TIPC is spearheading offshore wind farm staff training efforts through its Taiwan International Windpower Training Corp. Ltd. (TIWTC) venture. In addition to providing GWO-certified basic technical training (BTT) and basic safety training (BST) courses, TIWTC has successfully partnered with wind-farm developers and wind-turbine manufacturers to create curricula specifically tailored to their needs.

TIPC President Shao-liang Chen remarked that his company is committed not only to providing exceptional port facilities tailored to the needs of offshore windfarm but also to expanding its offering of wind-farm-related services in order to be a strong and reliable base of support for Taiwan’s offshore wind power sector.
