Working within the framework of port-city cooperation and taking into consideration the concerns of port stakeholders, the Port of Keelung, TIPC maintains an ongoing, rolling review of its environmental priorities and goals and continues to promote green-port-related business opportunities. Supported by the Ministry of Transportation and Communications (MOTC) and the Taiwan International Ports Corporation, the Port of Keelung was certified by the European Sea Port Organization (ESPO) as an EcoPort for the third consecutive time on October 29th. Most of the 114 EcoPorts in 25 countries around the world are in Europe. Taiwan is currently the only country in Asia with EcoPort-certified ports, setting an example for other countries and ports in the region.

The Port of Keelung invests over NT$50 million annually in environmental protection-related initiatives covering ecological surveys, air and noise pollution prevention, water quality improvement, solid waste disposal, and more. Increasingly close cooperation between the port and the Keelung City Government and the Maritime and Port Bureau’s North Maritime Affairs Center has led to this year’s joint initiative to develop a ship smoke-alert platform that, in addition to strengthening inspection responsibilities also welcomes vessel operators and agents to participate in the conversation and exchange related ideas. The success in improving smokestack emissions on Star Cruises’ SuperStar Aquarius is being spotlighted as a reference for future smoke emission improvement initiatives.

The most significant improvements highlighted in the Port of Keelung’s 2019 EcoPort certification document were the renovation of the port’s West No. 7 Warehouse as a multifunctional green space and the port’s application to open an environmental education eco-park. The green design of West No. 7 Warehouse should reduce carbon emissions by 19% and electricity use by 30%, while saving some 2,600m3 of soil from being extracted and hauled away. The building has already secured a provisional green-building certificate. A comprehensive ecological survey of the port completed in 2018 identified Keelung Port operations as having no detrimental impact on land or coastal ecosystems in the area. As part of its continued planning for an environmental education eco-park, the port organizes and holds irregular eco-education activities in nearby communities to educate the public and to promote its role as a sustainably run and environmentally engaged corporate citizen.

A statement by the Port of Keelung notes that this year’s EcoPort certification inspections went smoothly, with inspectors indicating a high degree of satisfaction with the environmental protection measures implemented at the port in recent years and signing off on the formal recommendation for EcoPort certification renewal. The Port of Keelung will continue to promote green-port initiatives as part of the TIPC family of international commercial ports.
