As part of ongoing efforts to comprehensively and effectively manage the handling and storage of hazardous and dangerous goods at Taiwan's international commercial ports, the Taiwan International Ports Corporation (TIPC) implemented between 2018 and 2019 a comprehensive port-based dangerous-goods management system, with digital charts highlighting the current location of all registered dangerous-cargo containers. This system allows users to search the current status of dangerous-goods containers in terms of wharf activity, number of containers in storage, type of goods, import / export / transfer statistics, and number of days in substandard storage conditions.

The Executive Yuan and Maritime and Port Bureau issued new dangerous-goods management guidance and policies following the devastating September 4th, 2020 ammonium-nitrate explosion at a privately owned warehouse facility at the Port of Beirut. The TIPC subsequently enacted necessary improvements to its dangerous-goods management system, which were completed on March 31st (2021). These improvements included adding rapid online communications capabilities for warehouse and container operators and incorporating data on dangerous / hazardous liquid and bulk cargoes into digital charts. These actions have enhanced real-time search capabilities and provided a more comprehensive picture of the number and status of dangerous cargoes at Taiwan's commercial ports. In the event of a dangerous-cargo-related emergency, the updated system will provide the data and interconnectivity necessary to help first responders react quickly and efficiently to bring the situation under control.

Data on dangerous cargoes stored at Taiwan's commercial ports are critical to TIPC's effective handling and management of these cargoes. Looking ahead, TIPC will continue to invest heavily in port safety management to continuously improve safety and will work with port enterprises to advance the overall goals of environmental safety, sustainable operations, and world-class standards.
